As you can tell from my picture above I actually had cupcakes that turned out really cute and I have to give credit to Photofrost Sheets. It was so much fun to experimenting with them and different embossing folders. To give the flowers some dimension I laid them on top of my cake pops pan (picture below). I had them sit like that for about 10 min, then when you take them off they have some shape to them and I think it makes them cool.
After having them dry for 10 min on top of the cake pop pan I took them off and I put together the flowers. One thing you might want to do is just dab a little bit of frosting between the layers of the sheets so that the flower will stick together.
